Every candidate is responsible for his health insurance card and must adequately use it. The card is not for lending or selling to someone else which will be considered a crime. Further, for getting the Quebec health card the candidate must be present in Quebec for 183 days or more per year. If there is a patient under urgent care, then the card is not required and it is also not a prerequisite for children under one year of age.
