Foreign National Now Need To Submit Biometric To Apply For PR within Canada

Canada has opened multiple service centres across the country in order to take biometrics for foreign nationals who are looking to apply for permanent residents in country. Before December 3rd, only immigration candidates were required to submit their biometrics and photo applying from outside of Canada to apply.

Following are the list of foreign nationals (exemptions excluded) that are required to submit their biometrics for applying within Canada:

  • A Work Permit (Including extensions)
  • A Study Permit (Including extensions)
  • A Visitor Visa (Including extensions)
  • Permanent Residence

In case the applicant has submitted an application for extending a permit or visa in Canada and they do not have biometrics that is still valid, they must submit their biometrics. A list of the designated 58 service centres in-country is available on IRCC (Immigration, Refugees & Citizenship Canada)’s website.

Marco Mendicino, Canada’s New Minister of IRCC, said expanded biometrics program “will enhance the efficiency of the integrity” of Canada’s immigration system. “Fingerprints and photo collection are recognized as one of the most reliable ways to identify people and are used by more than 70 countries worldwide,” he added.

Following is the criteria for the people who are required to submit their biometrics:

  • Applicants between 14 – 79 years old need to provide with fingerprints and photos for all PR Visa applications in economic class, family class, and refugee class
  • Applicants who have provided biometric in past in order to support a visitor visa, study or work permit application, or a different PR Visa application

Existing permanent resident and Canadian citizens are not required to submit their biometrics

The process to submit biometrics is as follows:

  •  First, they are required to take an appointment in advance to get their photos and fingerprints taken
  • They will be then provided by a Biometric Instruction Letter (BIL), that illustrates a list of biometric collection service points to choose from
  • Applicants are required to bring their BIL to the service points within 30 days for biometrics to be processed

Applicants, who are traveling outside of Canada, can also submit their biometrics at a Visa Application Centre (VAC) in any country they are legally allowed to travel to/enter.
