Applicants for Permanent Residency in Quebec Immigration

Quebec Skilled Worker Program is the immigrants program for the Quebec province that allows the immigration office of Quebec to nominate the skilled workers to live and settle in the province. QSWP is a point-based program. If the immigrant is applying as an individual applicant, they would require the scoring minimum of 49 points on the Quebec assessment grid and if applying with a spouse or common-law partner minimum score requirement is of 57 points.

Quebec immigration has decided to admit up to 42,000 applicants and issuing 24,800 Quebec Selection Certificate (CSQ) for the year 2019. Majority of these applications – 59% will come through Quebec Skilled Worker Program (QSWP).

Eligibility for Quebec Skilled Worker Program

Immigrants who have applied under this category are issued a Quebec Selection Certificate (CSQ) and after getting the certificate, immigrant will be able to apply for permanent residence to the Government of Canada. Immigration, Refugees & Citizenship Canada (IRCC) will evaluate the medical and criminal background of the immigrant as part of the application processing.

Permanent Residence Visa Targets for 2019

Quebec immigration office has set a target of 40,000 new permanent residences for 2019. They have decided how the permanent residence nomination will be distributed among the various streams of the Quebec Skilled Worker Program (QSWP).

23,450 invitations are for Quebec’s economic immigration programs that include 19,500 skilled workers program.

For Quebec’s business immigration programs, that include Quebec Immigrant Investor Program, Quebec Entrepreneur Program and Quebec Self-Employed Worker Program, target is set at 3,200 permanent residency nominations.

For “Other Economic Categories” such as caregivers and others target of admissions of permanent residency nomination is set at 750.

Remaining 16,550 permanent residence nominations will be provided to the immigrants coming through family sponsorship, refugee and other immigration program.

Quebec Selection Certificate (CSQ)

This certificate is issued by the Ministry of Immigration, Diversity, and Inclusion (MIDI) to the candidates who have shown interest in moving to Canada. CSQ signifies that the immigrant with the certificate has been selected by the Quebec province for settlement in the province. With this certificate, candidate will be able to submit their application for permanent residency to the federal government of Canada. Quebec immigration can select the immigrant for the permanent residency but cannot grant the permanent residence visa. Validation of a CSQ is 24 months or until the IRCC makes a decision on a Canadian permanent residence application.

Now, Quebec immigration has decided to issue Quebec Selection Certificate (CSQ) for the year 2019 to be between 20,200 to 24,800. Decided by the immigration office, skilled workers will be issued CSQ to be around between 12,500 and 15,000.

Candidates applying via other business immigration program will receive between 2,100 and 2,800 CSQ’s.

Targets that are set for the year 2019 for both admissions and CSQ’s are down when in comparison to the previous year. It reflects the promise that was made by the new Quebec’s government to reduce the immigration levels by 10,000 per year on a temporary basis.

QSWP Application Process

In order to immigrate to Canada, candidates have to apply for the permanent residency in two steps:

  • Apply for the Quebec Selection Certificate (CSQ) to the Quebec immigration office.
  • MIDI will evaluate the application of the immigrant.
  • CSQ signifies that the province has selected the immigrant for the permanent residency
  • After getting the CSQ, you have to apply to Immigration, Refugees & Citizenship Canada (IRCC) for permanent residency.
